What is the withholding tax rate

The withholding tax rate is a system for collecting income tax directly at the source, applied to income such as salaries and pensions. This rate can be personalized or default, and it can be updated in case of significant income changes.

Who needs to update the rate

Taxpayers who receive income subject to withholding tax, such as employees and pensioners, and who experience significant income changes must update their withholding tax rate. Modulation is only possible if the difference between the estimated withholding and the applied withholding exceeds 5%.

How to update the rate

There are three methods to update the withholding tax rate:

  1. Modulation: Online request via your personal account on the tax website, providing an estimate of your current year's income and your household composition.
  2. Declaration of change in circumstances: Within 60 days of events such as marriage, birth, divorce, or death of a spouse, via your personal online account or other channels.
  3. Opting for the default rate: Choosing a neutral rate with monthly payment of an additional withholding if the personalized rate is higher than the default rate.

Errors and penalties

If errors occur in the income estimate for modulation, the taxpayer is responsible for the differences, which will be adjusted with the annual income tax return. Remises gracieuses (reductions or suspensions of withholding) are exceptional and do not apply to withholding tax, except in extraordinary cases.

Online access and procedures

Access to online services for modulation or declaration is via the secure personal account on the impots.gouv.fr website. Your personal tax number is required to access these services. Paper-based methods for rate modulation are not available.
